According to the SEC: "Lueck, then president, chief executive officer and chief financial officer of Geotec, a publicly held microcap issuer, agreed to pay brokers an incentive to tout Geotec's stock. Lueck arranged for Geotec to issue 100,000 shares of its stock to a purported promoter to be used to pay brokers to push Geotec's stock to customers ... Unbeknownst to Lueck, the purported stock promoter was an FBI confidential informant."
